Sandra plastic pants are Ok, but: they don't come very far up your back if wetting at night (so, what is the rubber sheet for?) and if wearing thick terrys, by the time you get a pair of pants that are large enough to go over them, the legs are a bit loose. For many years during the day I have worn a child's nappy folded between my legs inside my underpants, and Sandra plastic pants have kept my trowsers dry.
Polyurothane as a material makes very good pants, slightly noisy and the legs can wick if you over wet your nappy.
For first choice protection I don't think that you can better rubber pants; the initial cost is quite a bit more, but I have some that have had regular use for over 20 years. Kastley make latex rubber pants that are plenty wide in the crotch and are sold as suitable to cover a terry, but when I bought mine, they didn't have foreward facing leg holes, but as they will make to measure I am sure they would oblige you.
