ive been around in a nappy and t-shirt many times.
you have to pick the right places so as not to offend anyone.
in australia there is no law against it and i cant see why there would be anywhere else... you are much more covered than swimmers for example.
just be brave.
think about it... what would *you* do if you saw a guy in, say, a tutu? youd just smile and keep walking. not a big deal.
