In this case it seems the male was charged with a public order offence rather than a sexual one; most likely section 4(a) of the Public Order Act 1986. This basically creates an offence of causing alarm, harassment or distress intentionally. It may well have been the less charge of section 5 which is the same thing but without the intent. Usually drunkards are charged with this for swearing and shouting the odds. This charge is reflected by the fine given out. There should be no requirement for this person to sign to sex offenders register or have a sexual offences prevention order (for example banning him from children's play parks). Obviously this person will probably be monitored now by police's public protection people should his actions be more sinister (i.e. he's a kiddy fiddler).
For the American reader, note this story refers to the United Kingdom, specifically England. Our public order (breach of the peace) and sexual offence laws are very different.
As the above poster points out the offence is not indecent exposure as no genitals are on display. There is a common law offence of 'committing an act outraging the public decency' which you would most likely fall foul of by masturbating through your diapers or defecating very obviously (pulling your diaper down in front of someone and shitting yourself).
I wear my diapers under my clothing in public. I also use my diapers under my clothing in public, I get a thrill from the thought of it but would absolutely hate for someone (even if they did not know me) for finding out what I had done.
I will always stay away from 'danger areas' such as schools, children's parks etc preferring motorway service areas (whilst on a car journey), a general street etc. Out of decency I will not use my diapers in a cafe or food supermarket and will not put myself somewhere (such as a train) where someone would have to smell my diapers. I am aware that I could look 'odd' and am at risk of being stopped by police which would be very problematic for me...
