No, in fact there are laws to protect people with medical disabilities... as far as fetish-wearing goes:
1) It's not hurting anyone and not dangerous to yourself, so no need to regulate.
2) It's no one's business why you are wearing a diaper... or whatever kind of underwear you choose to wear.
