I've only started posting recently, but I've lurked here for a loooong time. Its never been perfect, but all the strife seems to have arisen only in the last six months or so. It's probably only handful of posters who have brought the negativity.
I actually think this forum would benefit from new software altogether, where you register to post, where there are multiple mods and admins, where threads can be locked when they get out of hand, where users can be "Gagged" to let them read but not post for a short period of time, etc. I don't know how this particular forum works, but I think a different sort of forum would be needed to impliment the kind of struct guidelines you mention on a regular basis.
