Got to say that I have a clipping from a News of the World from about 1990 that says more or less exactly the same thing!
Now:
- either this is the same person
- or there is more than one mad person out there doing this to kids
That said though I remember an edition of UK TV programme 'Noels House Party' that went live to someones house everyweek and part of the feature was that who ever had set them up would send in embarrassing photos.
This one chap was shown to have been brought up in dresses until at least 6 or 7. I wondered at the time if that had meant nappies as well?
