The UN has always been an inept organization which does not act; it will only act once the US applies pressure.
As for Saddam not having weapons of mass destruction; maybe he didn't. But maybe he did and shipped them off to Syria or Iran (we probably won't know for many years.) One thing is for certain though, as demonstrated on 9/11 a terrorist doesn't need WMD's to cause incalculable harm. Furthermore, if Saddam did not have WMD's he definitely had the technology and the knowledge to build them. I have no doubt he would have been happy to pass that technological knowledge along to anyone promising to maintain his involvement anonymous.
