Take note of two things:
1. In order for it to be adultery, one must assume that one of the two people involved has to be married. This is accepted interpretation, because of the definition of the word.
2. The text denotes looking at a woman WITH THE INTENT to lust after her. This lays much of the idea to the intent of the one who lusts. Would cover those who look for pornography or erotic imagery. Erotic imagery of married women = wife ups. Thus, Wife ups = adultery.
