I tend to take some used shopping/grocery bags (they are plastic things here in the UK mostly) with me when I'm going to need a change in public. I change... put the dead nappy into a plastic carrier bag... and can either take it with me (until I find a rubbish bin I can use) or leave it behind (as punishment to the management for not supplying rubbish bins at all). That way you can carry it ou of the stall and it all appears like you are just carrying shopping or something.
Just a though.
