undergarments arent diapers, they are a lighter protection than adult diapers and generally dont have tapes
adult disposible BRIEFS are what are considered adult diapers in the general community
and generally adult diapers are for people with real bladder problems, and therefore there is a bit of shame associated with the loss of control, as well as the word "diaper" being associated with babies, which isnt something most adults want to be associated with
