Excluding a segment of people from participation neither denies their existence nor denies their needs. But the risks of including them simply outweigh their wants/needs for inclusivity.
I don't provide my information, my assistance, my group affiliation equally -- nor need I. I provide it to those I trust. Some lose that trust on their own, while others are not yet mature enough to have developed a basic level of trust.
In New York, a person may receive a driver's license at age 17. But by drawing this line in the sand, the NYS government neither denies the existence of under-17 year olds, nor denies their needs for transportation. Rather, the State simply says that it believes under-17 year olds are not yet trustworthy to drive.
