hmmm, I don't know about cheap but
if your willing to pay more for a case or package then:
abriform x-plus are the best for that padded look & feel.

if you get them in a size larger than you are, then they feel even more padded, since he material "kushes up"
otherwise try cloth with plastic pants or use soakers (extra diaper pad that goes inside)
