Because of the nature of the internet there is no way to realy know whether a person is telling the truth. That doesn't imply that he's lying, he's probably not, but the cost to you if he is is high enough that it warants you taking several precautions.
You should politely explain that you're trying to make things safe for the both of you, and would do the same with anyone you met online. If he gets realy mad when you require that precautions are taken then it may be best to not proceed.
A bdsm munch is the best place, but like A said wherever you meet should be in public. Make sure your in a place where bad behavior on his part will imply real consequences. Also, be sure to meet with him a couple times in public before you take it any further. Remember, there's a *realy* good chance he's a nice guy and all of this isn't necesary. However you should assume the best and plan for the worst,
