I suggest you try and talk to him about really wanting to play baby, and take it in turns to be the Mummy/Daddy.
If he won't be your Daddy, then you shouldn't play his Mummy. There has to be give and take in a relationship, so if you are playing out his baby/mummy fantasy he should try and play his baby/daddy fantasy. If he likes being babied and you playing Mummy, then he should use his own fantasies of how you act as mummy to help him act like a daddy. Talk about what you'd like him to do as a daddy if he feels unsure about it, and don't expect him to be a great daddy straight away. If he really loves you he shouldn't mind trying to be the daddy sometimes, and with time and practise he should make a great daddy.
