She's doing this on purpose. If she were really incontinent she would take steps to deal with the issue. She likes being embarrassed this way and gets either a sexual or psychological thrill out of doing in public. The question is, are YOU ok with this? Because she clearly is. You need to have an adult conversation with her where she gets honest with you and herself about what is really happening and what should be done about it. There are ways to plan for this kind of play so that it doesn't compromise your work or social life.
