The right way to flush panties down the toilet depends on a few things... Mainly, the type of toilet and how much poop is in the panties.
If the toilet is the older 5 Gpf type, almost any type of small to large panties can be flushed down them, as long as the "load" fits down the hole. Some better techniques include holding the side of the waistband and letting the toilet twirl the panties around itself, then let go as the toilet is 3/4 of the way thru the flush. Then the panties will get sucked down the toilet very effectively.
The newer types of toilets (1.6gpf), don't work as well for panty flushing, however. It is possible to make it happen, but it takes some trying. Commercial grade toilets (which use jets of water and the like) usually flush clean or poopy panties with ease. The drawback to these is that you don't get to enjoy as much time watching before the panties are down the toilet.
