I think it depends of where in a country.
Here in france peeing outdoor is not such a unusual thing (like maybe it's in Usa or similar)expecially for men. It happens more in the country or anyway where there aren't enough facilities. Women pee outdoor too if they need, it happens more in the outdoor (like at the beach) or in night club area with major alchool consumptions. With some exceptiion I think this happens in almost every western europe country (I don't have any experience about portugal, how is public peeing situation there?)
I confirm than eastern europe and russia are the country where pissing outdoor and in public is more common, for both sexes.
The situation of facilities it much worse than in the west. Public toilet are very few and when available they are often terribly dirty. In many cases there aren't toilet in public crowded places like stations and bus terminal.
Peeing outdoor is quite a normal thing.
I rember 2 situations clearly: I saw a man and 2 women in differnet occasion pissing on the floor, without hiding too much, at a station and a tram terminal.
At a bus station, a shelter (maybe an ex info office) was used like an urinal for both sexes, being desperate, but also curiosus, i followed a well dressd girl and I peed there too, but the smell was terrible.
I saw ladies using the old male urinals on the street, expecailly near a bus terminal. It was an old duble wall urinal. The ladies got into the urinal shed and pissed directly on the floor (mposible to piss on the thin wall urinal). You ccould see the stream hitting the floor from outside, easily, because the shed has a gap from the floor.
It seemed a common pratice for women.
I have a frind from Ukraine, and she piss whenever and wherever she need like a natural thing. SHe is the only that pee outdoor more than me, with the difference that she seems to not care much about hiding. For exempla she pisses in parking lots besides her car without worring if there isn'a car beside to cover her. She told me that in her country she learnt to pee everywhere she needed, because public toilet were a rare thing.
