This sounds exactly like me, except that I don't hang around and hit-up every woman I see, and I certainly don't target any girl who looks younger than ADULT. I don't card them but I think it's pretty obvious who's a grown-up and who's not.
I stage accidents semi-regularly (like the board's venerable Lionheart and several others). I do it because I like to feel humiliated in front of attractive women. My goal is to stage the accident so that it seems as authentic as possible. There's never any question that it's a genuine accident.
I don't think there's any problem doing this as long as the ADULT witness really believes it's a genuine accident. No perversion at all from their perspective -- some poor schmuck simply didn't make it in time. As I've been told by more than one sympathetic female: "Don't worry about it; it happens to everyone." Where's the harm in that?
Seems to me that the guy you saw so caught up in his little desperation game that he just approached anything in a skirt without regard to age or situation. As you say, this lewd and lacivious creep ruins the perversion for the rest of us.
But I do hope you'll keep an open mind when it comes to those of us who pee our pants in public responsibly.
