The noise is made when there is some form of air gap between you and your pants, so that it can squirt and bubble around in there before coming through the material. In the same way, the noise of peeing on porcelain or in water is only made when the stream hits, not as it goes through the air. There has to be an air gap. If you can avoid an air gap, say, by filling up the space then you get no hissing noise. There is a way to make the hissing noise anyhow, and that's to pull your pants VERY TIGHT against you and push hard. That way, sometimes the urine will come out in a thin stream and can hiss then (again, because of the way it interacts with the air).

Because of all these things, it's actually much easier for a girl to hiss in her pants than a guy - there's almost always a small air gap in her pants, whereas the head of a penis is usually in direct contact with the material. If you pee harder, you can also make the air gap bigger... More hissing! What a lovely sound...
