I assume you let her wait till she feels the first little squirt then measure? Anyway, she seems to have a bladder on the small side. The average person feels the first urge when their bladder is at about 1/3 it's maximum capacity which is in the range of 250 to 350ml. Always remember though that to make an average you have high and low numbers so for every person who can hold a litre or more there are people who can't even come close.
Just for the record, there have been three women in my life who have at some point let me measure their output as a contest between me and them to see who could hold the most. The first had a record of 1 litre (and she was real petite too), the second held a max of 1.1 litres (average build), and the last held as much as 950ml once. Not real "scientific" but those are the numbers I can personally report.
