It is perfectly normal that men can't pee while they are erect and it can be uncomfortable to try to pee with a partial erection. I think your BF's behaviour was either:
1) He had never shared wet sex before and just got a bit over excited and maybe scared that you would not like it afterwards.
2) Men are always being warned about prostate cancer, which often starts as an inability to pee properly. Cancer is a scary word, and maybe some men get upset when they can't pee because they are still partly erect. As far as I know (I am not a doctor) there is no need to worry if he can pee properly once he is totally soft.
It sounds like you two are going to have lots of fun once you get over the teething troubles!
