First off, as a guy, I know that tying my penis as you suggest is extremely dangerous; even in the flacid state the penis has blood circulating, it needs this blood to live. That is the tissue beyond the 'tourniquet' would die, a process medically known as necrosis. For either men or women, an object in the urethra is painful and could cause urine back up and possible infections or rupture of the bladder or urethral walls.
A public accident is highly preferable to those consequences. If you are so worried about the visible result of such an accident, Depends might be worth a look.
