No, your isp is probably not blocking it. 404 and forbidden errors come up a lot. Usually, a forbidden error comes up because it is a link to a page on a pay site for which you have not paid access. Probably the picture PottyGirl was attempting to show was not hers/his at all but a sexy little picture he/she linked to from a pay site. Lo and behold, you can't view it unless you first enter the site through the front door with a payed-for password and since we haven't entered the site we can not see it.
