You don't pay anything, because the photos are stolen from those who produced them.
I have discovered people posting my own photos there.
Let me put it to you this way. Suppose you worked your butt off, and used some of your wages to bake some cakes which people could eat, provided they paid a small amount of money to cover your cost of ingredients. Now let's say some criminal came and stole your cakes. You'd be upset, yes? Now let's say he took your cakes and gave them all away, and had the cheek to say "Get them from me instead, because I can give them out for free! Don't buy your cakes from the person who has paid for the ingredients and taken the trouble to bake them, all cakes in the world should be free!" You'd be very bummed out.
