I had the same problem when I was testing out the system using my company Amex card. In the end, it turned out that the address format used by Amex on some of the cards was different from the one expected by some payment forms on the Internet. From what I can understand, some Amex cards work with no problem, and others are more troublesome and need you to enter the name and/or address in a slightly different format. Either way, I'll get in touch with ccbill and find out whether there is a definitive formula to this.
When it says it has blocked you, this is just a temporary thing it does for a short while after several unsuccessful attempts.
