It's only considered shameful if you're past the age of potty-training. Society expects people to grow out of wetting, therefore those that persist with it are considered backward or suffering from some psychological problem rather than just enjoying the sensation for fun.
But everyone wets themselves in the sea or swimming pools and boy, does it feel good! I guess the differnce is that your swimming costume isn't visibly soiled in the way that your normal clothes would be if you wet yourself in public.
One would think that wetting oneself in the street would be more socially acceptable that wetting in a communal bathing area, but people don't seem that fussed about swimming around in other people's urine.
