I think it depends on how very desperate to pee you really are, and what you're wearing. Plus whether you let it go fast or slow, and how your legs are positioned when you pee. It's all very scientific ya know. :-) Even with jeans, some are more absorbant than others, thus maybe preventing the socks from being soaked.
In conclusion.. wet.. is wet. If you've pissed like a race horse and emptied your bladder, I think it's a legal wetting. hehe
