Assuming that the potential "victim" is an adult with all his/her mental faculties, I wouldn't purposely set him/her up for public humiliation, but I might not go out of my way to prevent the "accident", either. I'd feel only slight guilt at being a passive observer!
A lot depends on the potential for lasting psychological damage.
