Apparently they're trying to repeal the laws of physics in the Dallas area. The fact is, if someone is drinking, especially beer, the need to pee can come quickly, and many of us less-gifted people simply can't hold it. More than once, I've had very little warning! He/she might not have been aware of a full bladder upon leaving the bar or club, but a two minute walk in the cool night air can bring on a powerful urge with a vengeance. Short of lining up all departing patrons at the rest rooms before allowing them out, there's no way a bar can control this. The constructive way for the city to deal with it would be to provide many public rest rooms in the area, and except for exhibitionists, they would be used rather than the bushes.
My concept of "public urination" is doing it in a well-lighted area where others are likely to see it. From the photos, most of these folks were peeing in the bushes or next to cars at night, trying to be as unobtrusive as possible. Do the officials think it is better for the citizenry to be walking about with wet pants? (Some of us might like that, but I wouldn't create public policy with that objective.)
If many people pee in one place, it will stink. But sprinkling the shrubbery or leaving an occasional puddle in a parking lot is harmless, and the next shower will wash it away. Dallas, get real!
