Well, if she does wet herself 'quite often' while presenting the BBC childrens TV show 'Blue Peter' then, the picture you've pointed us to wasn't taken on one of those occassions.
I feel a bit daft for replying, in some ways, because I should know better... but, friend, it is shadow on her jeans. It (the shadow) has been cast by the guy... by his leg, actually. Follow the shadow down from the clear outline of his nose (shadow) on her top...
You have to remember that in TV there are many strong lights, some of them directional and a lot of shadown ARE created in this environement. Strange I know, thats not the way it appears when we see it on the screen... but its how it is in a studio, from what my limited experience of them tells me.
But, anyway... she is NOT wet in this picture.
