Mmmm, I like cloth nappies too and often get them very wet before changing.
You didn't say if your plastic pants have "comfort" cloth bindings around the leg elastics, the cloth wicks moisture straight out to clothes or furniture. Use pants with welded seams, these contain pools of wee wee until the dry nappy has had time to soak it all up and wick it to dryer areas.
What about washing? Use non bio powder without commercial fabric softener. Softeners make cloth a little water repellent and less absorbent. Adding white vinegar to the rinse cycle has a slight softening effect, with the bonus of preventing nappy rash by neutralizing ammonia.
