To my knowledge, most women wipe after peeing, at least in Australia, and the UK. Notable exceptions are country women, who apparently have less of a compulsion towards being neat, dry, clean, etc, on the basis that it's more natural to just be a little bit wet. It's also debatable as to whether it's even right for a woman to wipe after peeing, as the whole apparatus is clearly designed to wash the vulva every time she pees, and then leave a residue behind. Urine is acidic, and tends to suppress the growth or viability of various organisms, including, surprisingly, sperm! So the idea that a woman would otherwise remain wet after peeing, and that any pants she wears would become wet accordingly would seem pretty natural to me.

My exwife never wiped after peeing. It never bothered her, she was always healthy down there, her pants always smelt of dried pee mixed with her own wonderful woman smell, and other than staining her pants and panties a bit, no damage was done to her clothing. She didn't pee her pants all that much with me, and yet, her pants were almost always damp. I know that women who are not used to wet pants find not wiping to be uncomfortable, but I'm pretty sure this is a conditioned response. If the woman concerned was used to having wet or damp pants, I'm sure she would not have a problem with it.

Lloyd.
