I like to point out to a girl that their outfit might be considered a bit too revealing for the occasion, if it is. It is on the same level as if someone had food on their face; embarrassing to tell them about it, but worse for them if you do not. I would never be rude about this though, as that defeats the point of being polite in the first place. It sounds to me as though your friend is easily embarrassed.
