Have you tried Tripod? If you don't mind a few banners and popups, it's a good way to get free cgi-bin capability. Or you can spring for a few bucks a month and use A-1 Hosting; it's ad-free and has cgi-bin as well. I use both of these companies and have had almost no problems.
