With something like the Staydry panty your stepsister may have felt it a better way than diapers and plastic pants.
Regardless of what was worn sizing was a major factor in keeping the bedding dry second to the amount of padding needed to insure the plastic pants would do their work.
No matter how much I fussed whan I was younger mom would take the time to make sure the double diaper was folded properly and pinned snuggly before putting on my plastic pants as she did not want to wash bedclothes that often.
Even today when I see kids with their bedwetting pants on, they are still as bulky looking as the diapers and plastic pants.
